Heat olive oil in a large pot. Add ground beef and cook until browned.

Add onion and garlic, sauté for a minute, then stir in the chopped veggies.

Add water. Bring to a boil, then reduce heat and simmer for about 15 minutes.

Cook the ground beef in the pan to be almost fully cooked.

Add cream (if using) and the partially cooked beef to the pot, let simmer 5 more minutes.

Taste and adjust seasoning with salt, pepper, or chili.
